Not everybody agreed that the proposed Constitution was the best way to protect liberty. The Anti-Federalists argued against the ratification, and ultimately gained the Bill of Rights by expressing their concerns.

The very purpose of the Constitution of the United States was to secure a Union of the thirteen (almost fourteen) States. No other social ill or issue could have been solved unless the States agreed to do so together. This mean that even when the Convention finished its great work, the matter moved to the States and the People to accept or reject the idea of Union.
